Reading some of your posts lately, I feel like you missed my post above or didn't clearly see some of the content on the slides.

On the 2nd slide you will see on the right hand side that PS3 is the 3rd plant under consideration/negotiation that you have referred to in your last post from the PS2 commissioning.
It is a much larger plant than the 2 currently being worked on at 20,000 m3/d.

I was wondering why yourself and @ywtoh didn't get more excited about it when I posted, as this is the sort of thing that usually gets you guys interested.
PS1 (5200 m3/d) is currently around 84% complete, PS2 (7200 m3/d) is the one being featured as being just commissioned.

The story of these Cambodian plants is potentially more exciting than you may realise at the moment.
These plants are actually the first example of Fluence getting work as part of China's Belt and Road Initiative and are the first overseas (not built in China) plants that are wholly managed by the Chinese sales team. All the other overseas plants Fluence have built have had Israeli sales team input.
What seems to have happened is that Fluence China has found a multi-national Chinese partner BUCG (Beijing Urban Construction Group).
China is Cambodia's largest trading partner and BUCG has won the management of the masterplan for sewage treatment in Sihanoukville.
BUCG has then told Cambodian company X-Water to work with Fluence to install the SUBRE equiptment.
This is Phase 1 of the BUCG Masterplan.
    There is a Phase 2 (20,000 m3/d) 2021 - 2023 implementation and Phase 3 stage (20,000 m3/d) 2030 implementation?
BUCG is huge in construction within China (not as much on the sewage treatment side yet) and has many other large scale projects in many other countries as part of the Belt and Road Initiative. There is potential for partners like them to be a driving force for MABR/desal projects internationally, and it is why Fluence are scaling up their staff to include more R&D and desal specialists so that they can work on a wider range of projects with Chinese partners.
The participation of BUCG is why this project complies with China sewage effluent standard Class 1B as opposed to any other international standard.

This is an old graphic of Sihanoukville, which shows some potential locations for plants and phases.
They want to get to about 60,000 m3/d treatment by 2030.
Prior to these SUBRE plants there was an old school lagoon WWTP built in 2008 with a 6900 m3/d treatment capacity.
The 12,400 m3/d SUBRE plants will bring total treatment to around 19,300 m3/d by the end of this year.
The PS2 7200 m3/d plant has taken 9 months to construct.
The PS3 20,000 m3/d plant under negotiation would bring treatment to around 40,000 m3/d by around 2023.

There are also a few other areas in Cambodia that BUCG is working on sewage system masterplans, but it remains to be seen about MABR implementation there. There is a lot of opportunity, as Cambodia has a 16.5 million population with less than 10% able to access currently low tech sewage treatment. Their industrial sector also needs to access higher quality treatment. Ability to access funding is for building the projects is what will slow down implementation.

BUCG Profile above, there are some other Fluence links to them in China, but I will discuss at a later date.
