Well, typically the grant of mining leases predate major expenditure on items that inherently depend on the mining lease. Particularly so for operations in high sovereign risk jurisdictions. PEK must be very sure that grant is imminent.

Lucky you are not a mines department, as you would be on par with Magufuli for stifling development. As long as the applying entity meets all regulatory requirements, the mines department ought to be providing the certainty.
