My guess is that they are under instruction not to sell for less than .6 cents, and are happy with that line in the sand to pump up .5 cents as they know they will not get dumped into en masse.

They may have decided to no longer stack the .6 line as people are selling out in volume into that, so they're waiting for mug punters to fill the .6 line before selling more to them.

The last thing they would want to happen is their net stock holdings to go up!
