robhood - it is not 100% true that ROgers cannot sell until he delivers.
Last time round, Eugene Kopp sold near enough to $1 million of PRR shares into a Pump & Dump rally (that he think he benefited from, but to the best of my knowledge did not orchestrate).
Eugene was able to get out clean before he had to lodge his App 3Y and alert the market the fact that he was selling.
It won't necessarily ever happen again, but it could.
