Clearly a "small" number haven't re-sign beyond the 1 year government grant if you've read the quarterly and if your points are valid there would have been close to 100% uptake especially after the Royal Commission. And ask yourself, if the government thought Painchek was a much "need" they would have extend the grant beyond the 6 months and the sign up wouldn't have been so slow were 60% were done in the last 2 months which seem like a last minute decision to sign-up for 1 year free used. IMO, this is because Painchek isn't and can never be totally objective for detecting pain in dementia patient.
