if what you say is correct re the community and people then i doubt they want to be pissed and unemployed for to much longer. This is how they are now.

This is pretty clear to me in what it is saying. The good news is that it means that the story that Kurt wrote about Kvanefeld not being able to be mined because it is too close to Narsarq is most likely not correct. However, on the flip side, the above statement means that GL itself still has to go through the process of determining all aspects of U mining and U mining as a by-product. In the end, it will come down to what the community wants and then a vote in Parliament.
So it appears that we are in a marathon and have just passed the 5km mark.
I DO LIKE THIS APPROACH BELOW.
Another interesting question is will some major be willing to take a punt that the rules will change like Cameco did with Rio's Kintyre deposit just before Labor was booted out of power in WA?
