it is a call to tender, not an actual tender document, they are two separate things.

it’s basically saying “hey we might have this thing we need to get done, anyone interested in looking at it for us and putting a proposal down?”

a tender document is generally provided after a thorough design stage and when nearly all the engineering has been done, it is a complex document that required hundreds of hours of work by the bidder to ensure they comply with the tender, they have the capability to meet the tender objectives and are competitive at the same time.

don’t get this mixed up guys, I’m not sure it’s worth of being price sensitive it’s almost that unimportant imo considering these discussions would have already taken place with interested parties…
