I don't know how far the testingof the IP would proceed before a licence was required, but I imagine that someone wishing to incorporate the IP into a SoC would need to at least incorporate it in a software simulation of the SoC, which is a significant initial step in preparing the maskworks.
The licencee would need to have confidence that it would work as specified.
