My personal opinion for the hold up, is the Tanz Govt is making sure they will know exactly how much RE is in the concentrate before it leaves Tanzania, as that's how they will calculate the tax owed. Thats the only thing I can think of. Its not complicated, but the Gov will want that process flow sorted and agreed to before making any announcement.
They dont want to be ripped again and have another Barrick saga.
I'm guessing a condition put on the ORR deal is all Gold or at least the majority will be processed in Tanzania’s new Gold refineries, hence the SML announcement last week.
