He's a drug dealer who has just made a bad deal with the local drug lord.
The police were watching and have a tail on him to see where he lives so they can make an arrest.
He realises he has a police tail on him and the game is probably up so he grabs the steering wheel and hits the loud pedal to lose the cops.
[check his index finger as it does not appear to wrap around the wheel]
The cops are able to stick on his tail as they are the good guys and always win.
As the speeds went higher and higher, the cops decided to use the pit manoeuvre on arm man which sent him off the road at high speed and into a light pole.
Unfortunately, due to having poor veins in his arms, they ruptured on impact and he bled to death. It was fatal.
Cocaine is a hell of a drug.
