yes i have, haven't you? what would happen is that some very rich people would become less rich, whilst some very poor people would become richer. meanwhile, some other rich people would become even richer, and some other poor people would simply die.
hardly devastating stuff. in fact history is filled with such episodes of power redesitribution.
surprisingly, the human race as a whole has managed to survive all of them.
