Traditionally it is done after simulation unless you are either a) rushing to market and/or b) you are confident that there is a product there to sell.
@danpech is more across the drilling method but i understand from historical experience with a horizional well drilled in the STACK play it takes around 15 days for the well completion and around 10 days to complete the gathering and sales set up. My guess is that they would like to get to market asap given the current oil prices and the lifecycle of production.
