I reckon the lack of cash has meant the technical team have all been told we can't keep you on the payroll anymore but we'll pay you a contractor rate as and when we need you - when we get cash in the door. So I'm not surprised by the current employment situation.
Sign them all up with some ownership interest in the company and things will change pretty quickly.
