I am not exactly sure what you mean by changing the flowsheet, but if I understand you correctly then I think GGG has already made a veiled offer to do so.

On 9th April 2021 GGG made this announcement to the ASX:

The development strategy for Kvanefjeld is focussed on the production of rare earth elements, butalso incorporates the by-production of zinc, uranium and fluorspar. Uranium at Kvanefjeld occurs atrelatively low grades compared to most primary uranium mines, however, it can be recovered at lowincremental cost during rare earth production. It is not of great economic significance to theKvanefjeld Project, however revenues along with those from other by-products would serve to reducerare earth production costs.

I read this as saying GGG would like to produce uranium, but it's no great problem not to.for the purpose of extracting REEs.
