I would have thought that if they are going to present a new company to AIM investors then surely they need to excite the investors. I would think they need the exploration to JORC level to give new investors the confidence to invest.

I suppose they could do a back door entry via an existing AIM company but if that comapny has no money in the bank then they will still need to get new investors to cough up.
