SPER covers off on the below so not sure the hotel stay would have jurisdiction to be enforced by this department.
The State Penalties Enforcement Registry (SPER) collects and enforces unpaid infringement notices, court-ordered fines, offender levies and offender debt recovery orders.
Also in the ABC article below they said they are engaging private debt collectors
