It doesn't take much imagination to work out why someone would have multiple accounts on an anonymous forum, but I'll spell it out : they use those accounts to like and comment on their own posts to give the appearance their post has support from likeminded users - or to brigade against another post or user. It's essentially a mechanism to distort the perceived sentiment to work in their favour.
This practice is known as sock puppetry.
HC could fairly easily identify - in most cases - instances of this occurring, but surprisingly I don't see it mentioned in their terms of service, code of conduct or cyber bullying policies - so I think they don't prohibit sock puppetry.
Happy to be proven wrong about the HC policy on this - I set out to find such a clause in their policies in composing this post, but could not find anything.
