the new railway is close. Harbours can easily be reached then.
the new secretary seems to be a transport expert.
China builds ca. 50 new coal power plants. Magnetite is necessary for coal washing which makes the power plants more effective.
The removed earth (for tungsten and molybdenum mining) is thus not waste but money
