For someone supposedly in thier 70s you're pretty naive. Obviously the reason NSW and Vic have contrasting approaches to Covid is because of politics. The CHO and secretaries of depts are employed by politicians, the ministers. The ministers have ideological slants that filter through the public service underneath them. "Following the health advice" is extremely subjective. So yes, I do believe if Melbourne has another outbreak the threshold to lockdown will be higher, simply because CHO Sutton's boss' job is on the line.
