There has been no change to RAB Capital's shareholding. The reason RAB Capital has issued a notice is because as a result of the issue of 250,000,000 shares to Genorah back in January, RAB Capital holds less than 5% of the total issued capital in NKP and is therefore no longer a substantial holder.
I think the main source of the confusion is the fact that the notice relates to a change that occurred nearly six months ago. If you look at the date of ceasing to be a substantial holder it is 30 January 2009, which is the time of the issue to Genorah.
