That's because the payout will only be paid to share holders that held shares before the mine closure. Anyone that bought shares thereafter were informed traders and weren't affected by the closure. Yes, sure there will be upside to the share price once resolved.
The analogy is seeing a car accident, then jumping in the car and saying you were part of the accident. It's not real world.
