I think your right and it's been factored in by now, after all they are at historically low values...I mean 1 1/4 % but this is only an i/bank rate, not a bank rate and some people get confused by this, & Greenspan is a strange man, not given to speaking very clearly it's almost like a code he uses, and the pundits all attempt to read what he really said.
