Sure it is, all we have to do is count the signatures!

If we dig a little deeper it is very easy to see why so many nations would be happy to sign on the dotted line.
The offer of financial aide to help the third world countries and the giant exemptions for emerging nations plus the ambiguity for the less committed wealthy nations made the agreements easy to swallow.
Only 3 countries didn’t sigh, was it?

It still doesn’t make ACC a scientific fact.
A political fact? Yes but that was the point of the agreement.
