I don't think there is much doubt that the feasibility study will conclude favorably on the construction of a new pipeline.
The questions however then become How is it being funder? who has access to it? who owns and operates it? Until these questions are all resolved a degree of uncertainty will remain.
There however appears to be strong political will to make this happen, which provides more confidence that a solution will be found. Perhaps the 2022 federal budget will deliver some certainty?
