you are clearly refusing to believe what your own eyes are telling you, the policy clearly says that the sticking in the arms is the states responsibility

and i have never heard one state premier blame the federal government because they didnt have enough vaccines, or that Scotty was stopping them doing their job of sticking it in the arms

states are responsible for ....authorising ...the workforce....plans to POSSESS AND ADMINISTER COVID-19 VACCINES

you cant get around that phrase "possess and administer" the responsibiltiy lies clearly with the Premiers and no-one else
