my theory is : new gma ceo has been v conservative with covid related reserving partly as a basis to demonstrate to cba the requirement for higher pricing than would otherwise be necessary to achieve hurdle RoE. cba are seeing through this and wanting competitive tender to ensure gma don't price too high.
