If i have a deal with somebody that i will pay 150. Later we agree i will pay just 120 (and maybe I will not be liable to pay whatever services), yes the deal was DOWN GRADED

obvious my friends...
Because they cant be pleasent with such reduction... in best scenario, like they did, they can be silent.
