FDA would have to approve the trial including quality assurance. Most likely placebo or Rex would be sent to the participating doctors without label, so they may be biased, but they still don't know who is getting placebo. I can imagine a multi-center trial that could include some SurgCenter and some outside doctors. Just speculating...
