The capper is probably the same person who has all those buy orders in from 2 cents up to 2.3 cents. Just trying to artbitrage the difference between 2.7 / 2.8 cents and where he bought and where he hopes to buy again.
A high net worth individual in the top 10 would have got out and left the scene by now, they wouldn't be trying to get fractions of a cent extra for their shares. Not worth their time or effort.
