Meaningless because the partner would want their name on the same agreement as IVZ and the government?

I don’t see why the PSA wouldn’t still proceed with IVZ and the government only, with a joint venture agreement between IVZ and a farm in partner only in the future, to specify the farm in partners interest in the license that IVZ holds. The PEDPA was signed this way and Scott mentioned it’s in the governments interest to sign pre drilling, and also indicated they can go it alone at least up to and for the drilling..to me that implies PSA should be expected to be signed irrespective of a farm in partner.
