The only one I thought might need seasonal work is the air quality assessment.
My understanding is they are being asked to assess the 'cumulative' air quality, meaning including the impacts of existing industry. Might be that they need to monitor certain particles year round that aren't already being monitored.
Otherwise I agree, most of this should be able to be completed at the same time, within 12 months easily.
