    Don't look further than massive Chinese infrastructure deal for harbour and several other projects amounting to 15 bil dollars.
    President Samia was celebrated in the cabinet for achieving this commitment and revitalizing
    those projects.
    Many in her cabnit do not want to break with Magufuli's way of doing things.
    Chinese support means holding the hand open and receive money for NOT doing certain other things.

    That simply suits too many in teh cabinet, while this mine and other project are always
    the perfect carrot to squeeze some Western commitments out of other goverrnments.

    The outcome is that the West did not match Chinese commitment and so it goes along the same way it often does in Africa, the highest bidder wins.

    Can you really blame her?
    She needs to uphold the Magufuli legacy, otherwise domestically her power is unsustainable.


    As a personal impression, I was getting a lot of hints earlier in her tenure that she genuinely
    attempted change and she got some mines up and running, so she still has won on that front, just not the most contentious one which would anger her closest financial supporter.
