I doubt it, government/s are too process entrenched to move away from the traditional banking payments and if they do it takes a lot of time to chug through the change..
What I see is a bigger picture.. those agencies such as the ATO (as an example everyone can relate too), would be far more interested in the transaction transparency (or the supply chain of a transaction if you will) for each electronic transaction processed through the spenda platform..
And if you think about it in that context, that has far more revenue generating potential than providing a government payments service..
