Actually, the State Premiers "enthusiastically" took over responsibility for quarantine in about March 2020. That word was used at the time!
They wanted to do it, so failings are not the Federal Government's and Scott Morrison's fault. You should blame incompetent Daniel Andrews of Victoria.
Most of all, NSW has done the hard yards, taking far more international arrivals than Victoria, Queensland, WA or any other state.
