Yes, this is the key point. Should KP hand down a favourable decision, the Y4 program dates will be re-calibrated, likely in collaboration with the titleholder, which KP is empowered to do.
You don't pull a NOPSEMA approval and rig booking out of your hat.
IMO, there is ZERO chance of a drill being undertaken by 12/2/22 even if NOPTA was granted today.
