Sure they take advice but at the end of they day they make final decisions and carry the can for that. According to you if a PM or Minister make an announcement and it turns out to be either BS or simply doesn't materialise the blame must be attributed to someone else. Well sorry we operate under a Westminster style govt and responsibility for failures rests with the top knobs(PM & Health Minister) that boast about what they achieved in their announcement and then failed to deliver.
