This is just brokers top 20, I don't believe it accounts for the individuals retail holders (if any) that hold. Also, not really sure what you mean, the screen shot says there are 562.1m shares outstanding and of those there are 10.74% shorted. Shorting i borrowing the stock at an agreed value and then selling which puts downward pressure on the SP. Once it reaches their target they buy back and return to the person they borrowed from. I don't think there is a limit to shorting?
