He may have said that and I recall him making some sort of comment along those lines but it was in the context of the Govt coming to your door and asking you questions.
When he suggested they may keep track of "who, what and where" and when this was put to the Secretary...on TV...he said words to the effect..."Well yes..we've spent trillions on this. So yeah. We have the right to know that info"...so clearly they were intending to track it with a database
He has since walked it back a bit
