The language they use is vague and I think intentionally so, in order to give them a bet in either direction. Engagement is all relative. Have they called the receptionist and asked to setup an introductory meeting, or have they all spelled out the trial parameters, potential start dates etc.
I agree densy. This is the 'spin bucky refers to in my opinion and it is increasingly frustrating. The way they speak never binds them to anything really and gives much wiggle room.
