Theybdo not 'have to' build a 5ktpa facility first, they chose to. They simply have to meet a number of conditions set down by EFA to obtain the funding promised. of course funding and building the 5ktpa facility may, or may not, be a condition. however that is irrelevant as it's been the plan since the cap raise in March.

This precisely how ALL government agency approvals are issued.
