Stop repeating this absolute rubbish about bandaid solutions and 'cheap' concrete.Concrete roads fail because of poor sub-base preparation and overloaded trucks not 'cheap' concrete. Even the cheapest 17MPa mixes are complete overkill for general road use.
There is more than 50 years hard evidence that stronger concrete does not save money. The FWHA actually advises against it's use. A Michigan DOT trial showed a premium 'Autobahn standard' section of road actually performed slightly worse than a control section using standard methods after 20 years.
