excuse my ignorance & perhaps I am a little blinded by my love for the company...
but the fact that the DoD conducted a multi day Australia wide trial (which would have been extremely stringent) & decided progress with using Harvest's tech - one would believe further detailed, highly confidential & sensitive negotiations have been underway since end of May

to me, the most difficult hurdle has been overcome - a successful trial.

no need to complicate the thinking process - to me a deal with the Defence is a high probability & one that will transform the company & most probably plant us in the laps of the US Military & catapult us to swiftly becoming an Aussie unicorn.
