It is a fairly standard fee. That's why these brokers issue notes propping up the share price then who do you think they turn to raise capital... i am not in the industry but 700k for 11m. Insanity but a very normal fee. POS aNnounced a SPP today and they have a retail placement and spexifically said "to reward pur shareholders". It's very disrespectful imo esp as we will suffer with more dilution and likely dumping of shares by instos.
