HCH have sensibly kept Glencore to below 10% where they would have a blocking stake. Have HCH shareholders approved issuance of more than 15% of its shares in the 12 month period, to allow another investor in? I'm sceptical of this $45M figure being bandied around if that approval isn't in place....
