Looking at Peter Harold interview, share placement to existing share holders was Pro rata basis means proportionate allocation to their exiting share holder.

Means people holding bigger parcels got a very high chance to get a sizable parcel at 11 cents (1:13 Basis) that is what exiting large share holders got around 230 Million Shares
..
So if one hold 1 Million Share he/she will get around 77,0000 shares. Chance of slight over subscription is there.
