The govt bank guarantees are probably of more importance to the smaller banks and building societies/credit unions. It keeps depositors from moving their cash to the big 4 banks, and enables them to access funds at a cheaper rate than they would otherwise be able.
The big banks actually now want the guarantee to be removed so that they can kill off the remaining small competitors.
