Agreed, however if you read the guide it is not exactly prescriptive when it uses words like "consider" and "as quickly as you can" and in the second decision box "insufficently definite", however it is clear from that decision process that the reporting entitiy could perhaps skip one trading day without a trading halt whilst it gathers the information to be "definite".
