the market can be cynical, it's saying:
"Yep, you've got these deals, but right now they are just pie in the sky, until you get money to actually start the operation of the plant & extracting the helium, it's just hand shakes after drinks type stuff".
BUT it's the investor that reaps the rewards by buying now, sitting through all the hard times until the operation has funding, then the share price will head north.
