I think RJN is referring to the water level in Observation Hill Dam (OHD) on google earth.
The image date was taken on the 20/7/20 and it looks very dry, as could be expected at that time of year.
From an engineering perspective we are to construct an access road to OHD and a pipeline to draw what I understand is a primary feed to stock our own man made dams on site, I would expect this to be begin this year and might constitute on its own as " The start of construction ".
However RJN refers to the EIS so I'm a little baffled myself as to his comment.
