Point 2: After Ventracor, it's not how good your product seems to be. It is how good your sales are that matters. Sales are made only when the product seems to be better than rival products.
Not sure how they could have sold them axegun? they hadn't even passed FDA approval at that point, the only ones that were sold were part of the trial and were subsidised by the Health Insurance people, is my understanding of it? but as I say the only people who had access to them, were those enrolled in the trial in the first place, and these people had to meet a strict criteria to enable them to even be considered for entry into the trial in the first place!
But as far as any doctor outside the trial deciding that one of these Ventracor pumps was just the ducks nuts and just what his patient needed? well it just could not happen, because it is against the law to sell any drug or medical device without that drug or device first of all having an FDA approval for it.
